President Donald Trump is expected to sign an executive order today aimed at accelerating the development of the U.S. deep-sea mining industry. This initiative seeks to bolster domestic production of critical minerals—such as nickel, cobalt, manganese, and lithium—that are essential for electric vehicle batteries, renewable energy technologies, and national defense systems. The move is designed to reduce U.S. reliance on foreign sources, particularly China, which currently dominates the global supply chain for these materials.

Key Beneficiaries in the U.S. Market

The executive order is anticipated to benefit several U.S.-listed companies involved in deep-sea mining and related sectors:

The Metals Company (NASDAQ: TMC): Specializes in collecting and processing polymetallic nodules from the Clarion-Clipperton Zone in the Pacific Ocean. The company plans to apply for U.S. exploration licenses under the Deep Seabed Hard Mineral Resources Act. Despite being down 80% from its peak, TMC’s stock has shown recent gains in anticipation of favorable regulatory changes.

Odyssey Marine Exploration (NASDAQ: OMEX): Originally focused on shipwreck exploration, Odyssey has diversified into deep-sea mineral extraction. The company holds interests in various subsea mining ventures and has been actively involved in legal and regulatory processes to advance its projects.

Transocean (NYSE: RIG): Primarily known for operating deep-sea oil and gas drilling rigs, Transocean also provides equipment and expertise to subsea mining companies. Its involvement in both sectors positions it to benefit from increased activity in deep-sea resource extraction.

Oceaneering International (NYSE: OII): Provides engineered services and products for the offshore oil industry, undersea defense, and renewable energy sectors. Its technological capabilities make it a potential player in supporting deep-sea mining operations.

Investment Considerations

Investors should be aware that deep-sea mining is a nascent industry with significant environmental and regulatory challenges. The potential for high returns exists, especially for early entrants, but so do risks related to ecological impact, international regulations, and technological feasibility. Due diligence is essential when considering investments in this sector.
